Description Capt. Elias Roman-Rivera, Puerto Rico Wing public affairs officer, worked to set up a two-segment focus on CAP and the wing aired Oct. 18-19 by WAPA-TV in San Juan. The project earned him not only a first-place Balsem Award in External Media Coverage in the Maj. Howell Balsem Civil Air Patrol Public Affairs Exceptional Achievement Awards but also the Lt. Col. Al Pabon Best in Show Award.
