New National Cadet Advisory Council Chair, Vice Chair Named

Cooper Eisman of the Colorado Wing and Rodrick-Josh Zapanta of the New Jersey Wing are the National Cadet Advisory Council’s new chair and vice chair, respectively, having been appointed for the 2022-2023 by Maj. Gen. Edward D. Phelka, Civil Air Patrol commander. 

Eisman, a member of the Valkyrie Cadet Squadron, has been a CAP since August 2018. He previously served as vice chair of the Rocky Mountain Region Cadet Advisory Council and as his squadron’s cadet commander.

He is a sophomore at the Colorado School of Mines in Golden, pursuing a bachelor’s degree in mechanical engineering and computer science. He participates in Army ROTC and serves as an elected member of the Undergraduate Student Government executive team.

COwing -- newZapanta is a member of the Atlantic County Composite Squadron. Since joining CAP in October 2016 he has helped staff two encampments and five Region Cadet Leadership Schools.

Former chair of the Northeast Region Cadet Advisory Council’s Cadet Interactive Committee, Zapanta is also part of the Northeast Region Discord executive team, which created a Discord server for cadets throughout the region to socialize and meet new people, fostering cadet retention.


He’s an honors student at Rutgers University, studying electrical and computer engineering. In May he attained an associate degree in mathematics and science from Rowan College of South Jersey, graduating with honors. He received his high school diploma in June from NJwingVineland High School, graduating summa cum laude. 

 The national council’s three purposes are to:

• Provide a forum where cadets gain leadership experience at higher organizational levels.

• Aid the national commander in monitoring and implementing the cadet Program.

• Make recommendations to the national commander for improving and running the cadet program
