
The Civil Air Patrol Board of Governors, along with the National Command Team and C-Suite and key directorate leaders, gathered in Utah to guide the organization forward, reinforcing its commitment to strong governance, mission delivery, and the continued development of cadets and members nationwide.
As the highest governing authority of Civil Air Patrol, the Board of Governors provides strategic direction, financial oversight, and policy guidance to ensure the organization fulfills its congressionally chartered missions. The board brings together leaders from the U.S. Air Force, Civil Air Patrol, and industry, combining operational experience and external perspective to guide long-term success.
This May 2026 session reflected Civil Air Patrol’s unique collaborative model in action, with board members and organizational leaders working side by side to address priorities, evaluate performance, and position Civil Air Patrol for the future.
General Kirk Pierce, Chair of the Board of Governors, emphasized both the scope and impact of the board’s work:
"The Board of Governors in conjunction with the NHQ staff and senior CAP field representatives worked through several important issues. Specifically, the development of measurable strategic metrics, enhancing the end user experience for our volunteers, approving a Department of the Air Force Aerospace Competition and Economic Security (ACES) 3-year prototype to access high end civilian expertise, integration of AI into CAP's cyber enterprise, and an engagement with an exemplary group of Utah Wing cadets. It is extremely satisfying to work through complex problems and derive a viable path forward for our CAP enterprise."
He also highlighted the leadership and collaboration making key initiatives possible:
"Of special note, Col Ross Veta and Col Joe Winter displayed exceptional leadership, collaborative skills, and policy acumen while working on the ACES project proposal with Col Joshua Stinson, Secretary of the Air Force's Office of Competitive Activities. Without their drive, determination and dedication, CAP would not have been able to lay the cornerstone for exploring a new Air Force Auxiliary prototype capability."
Strategic Oversight in Action

Members reviewed and approved the annual financial audit, confirming the organization’s strong financial position while supporting continued improvements in internal processes. The board also examined investment performance, cybersecurity initiatives, and progress on enterprise systems and modernization efforts.
In addition, the board continued refining elements of the 2035 Strategic Plan, focusing on how to measure trust, mission impact, and organizational performance over time. Discussions emphasized practical, measurable indicators that reflect both internal progress and external confidence in Civil Air Patrol’s work.

Supporting disaster response operations across multiple states and working alongside partners such as FEMA, the program demonstrates how Civil Air Patrol is adapting to meet evolving national needs while creating meaningful career pathways for cadets.
The board also reviewed broader efforts to strengthen operational excellence, improve member experience, and expand strategic partnerships. These initiatives reflect a deliberate focus on sustaining mission readiness while building a foundation for long-term growth.

Commitment to Cadet Protection
The Board of Governors also took part in cadet protection training during the meeting, reinforcing the organization’s commitment to providing a safe and supportive environment for every cadet.
Led by Civil Air Patrol’s National Commander, Maj. Gen. Regena M. Aye, and our Cadet Protection Program Manager, Dr. Katie Thurson, the Board of Governors was taken through a scenario based class on keeping our youth safe.
Cadet protection remains a core priority across Civil Air Patrol, supported by dedicated policies, training programs, and ongoing evaluation efforts. The board’s direct participation underscores that responsibility begins at the highest level and extends across the entire organization.

Connecting with the Next Generation
The meeting included a visit from cadets from Utah, offering board members the opportunity to engage directly with young leaders participating in the program.
For many board members, the visit provided a meaningful reminder of the mission’s impact. Conversations with cadets highlighted the leadership development, technical skills, and sense of service that define the Cadet Program.
These interactions reinforce the connection between governance and mission delivery, ensuring that decisions made at the national level remain grounded in the experiences of the members the organization serves.
