Two members of the Virginia Wing received top recognition at the state Department of Aviation’s annual conference.

Second Lt. Carley Walker, assistant testing and activities officer for the  Winchester Composite Squadron, was honored as Person of the Year.

Walker serves as director of development for STEM Flights, a national nonprofit that uses aviation to educate students in science, technology, engineering, and math. She also sits on the Winchester Regional Airport Authority Board, actively organizing activities engaging youth from the community with aviation.

In addition, she’s the project lead for the squadron’s Wreaths Across America location coordination duties for Winchester National Cemetery. 

Lt. Col. Daniel “Bud” Oakey, commander of the Virginia Wing’s Legislative Squadron, was honored with the Lifetime Achievement Award.

As president for the Virginia Aviation Business Association, Oakey organizes Aerospace Day during the state legislative session and the annual Aviation, Aerospace, and Advanced Air Mobility Legislative Reception. Through his efforts, the Virginia General Assembly Aviation and Aerospace Caucus were re-established during the past year.

As Legislative Squadron commander, he coordinates Civil Air Patrol orientation flights for legislators and visits to local squadrons to connect lawmakers with their constituents and recognize CAP members.

Oakey also serves as chairman and founder of Advantus Strategies.

“Having dedicated professionals such as Bud and Carley also volunteer with Civil Air Patrol is a key part that makes our organization so great,” said Col. Patrick Fulgham, Virginia Wing commander.
